1992
Occupational victims; including men with the wheel chairs, artificial limbs
and elastic clothes in the "1112 Labor Demonstration"; collectively
march to the street to protest a slogan of "Occupational accident is the
eternal pain of the society."
1993
We, joined with Labor Council, raised a manifesto of "Occupational hazard
is a national hazard." In an effort to draw more attention to the occupational
accident issues in Taiwan, we began with the ceremony to commemorate the dead
of occupational disaster.
1994
In an attempt to make a petition for "free insurance fee, free part of
the insurance expenses for the occupational accident victims", we participated
a series of activities against the national health insurance. Fortunately, we
won the petition of the "free part of the insurance expenses" for
occupational accident victims.
1995
We pushed and propagated occupational accident worker to employ "outpatient
service slip and hospitalized slip".
1995
We assisted family members of 3 deaths in the Tai Hwa explosion case, carrying
the coffins, to protest for the compensation of occupational accident.
1996
We targeted on a series of serious and massive occupational accident cases caused
by Taiwan businessmen in Mainland China, and collectively conveyed "Taiwan
businessmen is the killer of labor in Mainland China, and the killer of cross-strait
relations peace". In the meantime time, we invited other labor groups,
in both Hong Kong and Taiwan, to join the effort for the petition to Strait
Exchange Foundation "To pass security check-up first and then pass Three
Links", which would protect labor from occupational accident nationally
and internationally.
1996
We protested that instead of receiving occupation accident coverage from employers,
government should open up other official units for labor to apply. In May, Council
of Labor Affair announced that labor could directly apply to Labor Insurance
Bureau for the medical coverage if employers maliciously failed to distribute
the coverage or affix an official seal.

We protested that National Health Insurance Bureau failed to have the fair treatment
on the medical coverage. We assisted with MRT victims in obtaining medical coverage,
and forced Department of Health to provide health checkup for labors whomever
was working at the building site under the unusual pressure.

Owing to the protest against new policy "subsidiary of artificial limbs"
by handicapped victims, National Health Insurance Bureau was forced to alter
the regulations of the artificial limb application.

In order to bring about an unprecedented concerns and attention to the public
on the occupational accident issues, we not only held a street photo exhibition;
with huge victims photo background, associated with photographer Chi Tai Ho;
but also held seminars to have in-depth discussion regarding occupational accident.
After that, we designed a trip of circulating exhibitions from colleges to universities.
1996
Targeted on the Yung Hsin Explosion caused 10 dead and 4 injured in Lu Chu Hsiang;
we, associated with Labor Council, sponsored the activity of "1017 Commemoration
of Economic Internal War Relics" and held the presentation on the subject
of labor security in the explosion scene. .
1996
We organized the family members of Yung Hsin Explosion to protest against "Labor
Life Is Expendable." We urged Council of Labor Affair to distribute the
occupational accident subsidiary, in the meantime, started the peroxides inspections
in the factories within the deadline.
1997
Over the past three years, we, associated with Labor Legislation Action Committee,
completed the labor version of "Occupational Accident Victims Protection
Law" including 7 chapters and ninety clauses. We won the supports and signature
jointly by 104 cross-party legislators; moreover, we pushed the official version
of finished draft to be submitted to the Executive Yuan within six months.
1997
We organized Taipei MRT victims and protested a series of activities to gain
reasonable compensations of occupational diseases. Taipei MRT Bureau was forced
to promise not to employ the "Hsin Au Gon" way; therefore, Council
of Labor Affairs offered to deal with MRT occupational diseases coverage separately.
1997
We protested against that CLA not only failed to protect occupational victims
but also terminated the extra 20% benefit in the Labor Retirement Regulations.
Council of Labor Affairs finally promised that the law would be reviewed and
revised again.
1997
We raised a message of "The judiciary has faded away! Taiwan labor is the
eye-witness of blood and tears." Moreover, we collectively invited labor
activity groups to join the effort for the Judicial Reform Demonstration and
protested in front of Judicial Yuan.
1998
We consistently appeal and pursue that workers have the dilemma of choosing
between "National Health Insurance medical coverage" and "Labor
Insurance handicapped coverage" over the years. Finally Department of Health
of Executive Yuan submitted the amendment of "National Health Insurance
Law", which stated clearly that even though workers have rendered the Labor
Insurance handicapped coverage, they still have the right to be paid for the
National Health Insurance medical coverage, to the Legislative Yuan.
1998
We, associated with Labor Care Center of Christian church members in Kaohsiung,
held concert, poster exhibition and endorsement for the labor version of "Occupational
Accident Protection Law" before Mother's Day.

Council of Labor Affairs announced "Occupational Accident Victim Litigation
Subsidiary Rules" in September to strive for special fund on training labor
union cadre in an effort to interfere with labor inspections. CLA also promised
to make use of the accumulated interest NT$219 hundred million of occupational
accident fund on job transfer allowance, litigation subsidiary, loan payment
and compensation of occupational diseases.
1998
Labor Insurance Bureau always treated occupational diseases as a "Denied
Bank Client", which was challenged by occupational accident law of labor
version, finally was agreed by the official revised version. Before revision,
MRT victims, RCA cancer victim, miners' black lung disease kept fighting for
unfastening upon labor insurance compensation coverage. Therefore, CLA early
announced the "procedure of application for the occupational disease insurance
coverage; even though workers leave the jobs or cease labor insurance policy,
they still can apply for occupational diseases insurance coverage."
1998
We unveiled and helped young short-term acting performers to avoid being cheated
with NT$50 hourly pay by broadcasting companies. We, associated with Dau Heng
Foundation, established a "Hot Line of Part-Time Job for Students"
to consistently provide assistance in every summer vacation.
1999
In a bid to re-evaluate RCA factory expanding plan by Environment Assessment
Committee, we, assisted with RCA cancer victims in organizing self-safety committee,
protested to the Department of Environment Protection.
1999
We finally settled disputes regarding MRT occupational diseases case for the
past two- year consistent protest. Taipei City Government promised to build
the memorial stones along Pan Chau line and Hsin Tien line in order to make
the serious occupational disease as an unforgettable issue and make a record
in Taiwan history.

Associated with Taipei Labor Bureau, we held a "Taipei Occupational Hazard
Ceremony - Transcend Buddhist rituals" as a result of collecting 2, 000
names of the deceased; moreover, we built up the contacting channels with the
family members from time to time.
1999
We urged the Ministry of Communications and Transportation to change its regulations
and assisted Mr. Fan Wen Cheng in obtaining handsome retirement pension. About
the serious occupational accident case of Mr. Fan, the technician of Taipei
subway engineering office, we protested against that Ministry of Communications
and Transportation transgressed a law knowingly that occupational accidents
to the fixed-term contracts workers were terminated and compensated for 10 months
only.
1999
We, associated with Dau Hung Foundation, completed "Part-Time Investigation
Reports for Taiwan Student Worker at The End of The Century". We also established
"Hsiao A Yi", the summer vacation hot line, to consistently provide
assistances to students.

We unveiled sexual harassment case of nana, and pointed out "sexual harassment
is occupational injury." We also established an "Arrest Harasser Wolf
Program" to catch the harassers.

Native Taiwanese Association started a series of demonstrations to Ministry
of Communications & Transportations, Executive Yuan and Council of Labor
Affairs because Mr. Shih Wen Shiu and Shih Ya Shan, temporary workers for the
Weather Bureau, were one dead and one injured in the occupational accident.
We provide our assistance to established native Taiwanese society and helped
them to obtain reasonable compensation of occupational accident.
1999
Joined with 428 International Labor Joint Activity, we urged Executive Yuan
to fix a special day for the "Occupational Accident & Diseases Day"
and urged Taiwan to join ILO.
1999
We took charge of "Asia Pacific Occupational Accident Joint International
Convention", and were responsible for summoning occupational accident groups
in Thailand, Philippine, South Korea, Indonesia, Hong Kong and Taiwan; collectively
urged Legislative Yuan to enact "Taiwan Businessmen Overseas Investment
Supervision Rules" and supervise the overseas investment of Taiwan businessmen.
1999
We protested against deporting foreign labors back and cutting off benefits
of Labor Standard Law and Labor Insurance Law after occupational accident occurred.
However, we have designed special programs to handle occupational accident cases
for foreign labors.
2000
We, jointly with victim family members, protested to the Judicial Yuan and raised
a petition of " The responsibility of providing evidence should be on the
employers for occupational accident case." It means that the court will
adopt labor testimony first, and if employers rebelled, they can provide the
opposite evidences.

To plan and build the "National Occupational Accident Memorial Stones"
on the front square of Presidential Office (approved by Ma Yi Chiu, Mayor of
Taipei City), we established a "National Occupational Accident Stones Promotion
Committee" and collectively summoned representatives of family members,
victims, lawyers, doctors, religion groups and native Taiwanese.

Associated with Labor Bureau of Taipei City, we invited family members of occupational
accident, with the subject of "ease pains, safety labor", to join
the "Millennium Taipei Occupational Accident Ceremony - Buddhist rituals
and memorial services".

We assisted missing sailors of "Hua Lien No. 1" to obtain the reasonable
compensation of occupational accident, and this incident revealed unexpectedly
the flaw of the marine security and rescue system.

We assisted with organizing "Promotion Committee of Descendants of Solitary
Army in Northern Thailand" in an effort to strive for working permit, labor
right, compensation of occupational accident, identity card, qualification of
National Health Insurance and Labor Insurance in Taiwan.

Associated with the official governors, we pushed the "Occupational Accident
Protection Law" and it finally was passed for the first review in Legislative
Yuan..

Keep track of Pa-Chang Creek Incident, we pointed out "Pa-Chang Creek Incident
Is a Occupational Accident." Therefore, we urged Council of Labor Affairs
and Council of Agriculture to include part time farmers into labor insurance.

Associated with National Orchestra Union, we held a concert; jointly performed
by victim family members and Naccaci at the National Theater; in front of 2000
audience to raise funds for the memorial stones of occupational accident.

We established a "Special Line" to assist with occupational accident
labor in pursuing lawsuits with litigation fee sponsored by the government after
we have obtain the bid for "Taipei City Occupational Accident Labor Protection
Fund".

We make a public announcement, "Cross-Century Occupational Accident News
- Announced 8 Headline News of Occupational Accident for Twenty-Century"
in the press conference, and Taiwan workers have to pay their price behind the
Taiwan economic miracle.

Mr. Su and Mr. Tsai limbs have been cut off after hit by the high-tension electricity.
This case outstands that contractors have nowhere to go when they come across
the occupational hazard. Council of Labor Affairs called for the press conference
to emphasize that "jointly and separately liable for the responsibilities
of compensation for occupational accident" in Labor Standard Law should
be upheld effectively.
2001
We helped the RCA cancer victims to have several meetings and summoned groups
like Taiwan Right Committee, judicial reform committee, and labor web sites
to generate volunteer attorneys group and college student committee. We claimed
that RCA is an international contamination and persecution to Taiwan in front
of Executive Yuan and American Institute in Taiwan.

We Claimed that 428 International Occupational Hazard Day, on the subject of
"Green Silicon Island is Black Crisis", spread out internationally
the joint statement of "Watch out! RCA is a monster!"
